What an FRO is
Definition
A research lab that owns what it builds.
A Focused Research Organization is a purpose-built non-profit that takes on bottlenecks too engineering-heavy for an academic lab and not immediately profitable enough for venture capital. It is time-bound, it hires full-time, and it releases its output openly.
IIDA is that, specialised: applied AI research on topics that are commercially scalable within three to five years, aimed at SMEs, and aligned to IT services and product exports.
Time-bound
Three-year research horizons with pre-committed exit conditions, not open-ended mandates.
Owns assets
IP and equipment sit with the organisation. Not an aggregator that brokers other people’s work.
Self-sustaining
After initial capital, ≥30% of revenue from industry contracts by Year 2.
SME and export focused
A chosen market segment, not a general-purpose research mandate.
Specialised
Engineers and technical builders working deep on few problems.
Plugs in
Leverages existing systems and aligns to government and UN goals rather than duplicating them.
The staged path
Realism
You cannot start at a hundred million dollars.
The FROs worth learning from run on $50–100m over five to seven years. Spawning that from nothing is not a plan, it is a wish. The path we are actually taking has three steps.
Hybrid entity
A consortium, a challenge fund and a Section 8 research node — rather than waiting for philanthropic underwriting that may never arrive.
Layer contracts
State-backed pilots and specific industry contracts on top, solving real pain points while research capacity is built.
Financial discipline
At least 30% of revenue from industry contracts by Year 2, so the organisation never becomes grant-shaped.

Section 8 status, combined with 12A and 80G registration and FCRA clearance, gives IIDA the same legal toolkit Wadhwani AI runs on. Fraunhofer supplies the sustainability model on top.

Timing
Why now
Two dates that bound the work.
China has set 2041 as a target for artificial general intelligence. India reaches its centenary in 2047 — the same year its demographic dividend is projected to end. The window in which a research-led deeptech engine can compound into national capability is roughly the length of one career.
That is not a reason to hurry past the hard parts. It is a reason to start the slow parts now.
